Contract admission procedure

YES It is acceptable for contract admission procedure to permit access to site or to issue of notice to proceed after award. But in generally contracts had preceded means the contractors will be started counting from that day. So, contractor will enter the site after everything required for the construction such as materials, labor are obtained. Some contractors will provide a date to proceed to the site.
